Medicaid Mental Health Coverage in Wisconsin

Wisconsin's Medicaid program is BadgerCare Plus and Wisconsin Medicaid (ForwardHealth). Most people who get BadgerCare Plus get it through HMOs (health maintenance organizations). Most BadgerCare Plus or SSI Medicaid members are required to enroll in an HMO; some members are not required to join an HMO but can choose to, and other members cannot join an HMO. Members outside an HMO use fee-for-service BadgerCare Plus and Medicaid providers. Covered mental health services the state names include Mental health and substance abuse treatment, Mental health and medical day treatment, Mental health and psychosocial rehab services, including case management from staff at certified community support programs, Treatment in institutions for mental disease (under 21, under 22 if receiving care at 21, or 65 or older) and Preventive mental health and substance abuse screening and counseling for pregnant people at risk. Mental health and substance abuse treatment has full coverage (not including room and board), with a $0.50 to $3 copay per service limited to the first 15 hours or $825 of services, whichever comes first, per calendar year. Copays are not required in a hospital setting or for residential substance use disorder treatment. Members under 19, pregnant members and members at or below 50% of the federal poverty level have no copays. HMOs must offer a behavioral health provider within 30 days after an inpatient mental health stay.
