Medicaid Mental Health Coverage in Michigan

Michigan's Medicaid program is Michigan Medicaid; Healthy Michigan Plan; MIChild. Medicaid services are offered through fee-for-service or through Medicaid Health Plans, and most people must join a health plan. Beneficiaries enrolled in a Medicaid Health Plan receive behavioral health services through the health plan, which is responsible for outpatient mental health services for enrollees with mild to moderate mental illness or whose severity has not yet been determined. Specialty behavioral health services are covered through the regional Prepaid Inpatient Health Plans (PIHPs), which manage provider networks that include Community Mental Health Services Programs (CMHSPs). Covered mental health services the state names include mental health services, mental health and substance use disorder treatment services, including behavioral health treatment (Healthy Michigan Plan), outpatient mental health services, including necessary screening, for mild to moderate mental illness, psychological testing, psychological and neuropsychological evaluation for mild to moderate conditions such as anxiety disorders and OCD, Psychiatric Collaborative Care Model services in primary care, inpatient stays in a psychiatric unit of a general hospital, psychiatric partial hospitalization, specialty behavioral health services through PIHPs and CMHSPs and substance use disorder treatment services. Some services are limited and may not be covered for beneficiaries age 21 and older, and some may require prior approval. People age 21 and older may have a co-pay for some services. All psychiatric admissions, continued stays and partial hospitalization admissions must be authorized by the local PIHP/CMHSP. Inpatient treatment in a freestanding psychiatric hospital is limited to beneficiaries under age 21 and age 65 and older.

Community Mental Health Services Programs (CMHSPs)

Mental health services in Michigan are coordinated through local Community Mental Health Services Programs (CMHSPs). Each CMHSP has its own crisis and access line, which 988 and MiCAL do not replace.
