Medicaid Mental Health Coverage in Arkansas

Arkansas's Medicaid program is Arkansas Medicaid, including ARHOME (adult coverage through private qualified health plans) and the PASSE program (Provider-Led Arkansas Shared Savings Entity). A Medicaid beneficiary's services are managed and reimbursed by a PASSE if the person has a behavioral health diagnosis and needs services in addition to counseling and medication management, with an active Independent Assessment that identifies the person as Tier 2 or higher. PASSEs manage most Medicaid-covered services, including medical, behavioral and home and community-based supports, and assign each member a care coordinator. ARHOME uses Medicaid dollars to buy private health insurance through Blue Cross Blue Shield or Ambetter. Covered mental health services the state names include Outpatient behavioral health services, Inpatient psychiatric services, Partial hospitalization, Adult rehabilitative day service, Adult life skills development, Supported employment, Supportive housing, Therapeutic communities, Peer support, Mobile crisis intervention, Therapeutic host home crisis intervention, Behavior assistance, Child and youth support services, Family support partners and Pharmaceutical counseling. OSAMH says Medicaid members first need to meet with their primary care physician to get prescriptions or referrals before they can get specialized behavioral health services. PASSE enrollment requires an Independent Assessment (performed by Optum for DHS) at Tier 2 or higher; home and community-based services are available to PASSE members who qualify.

Community Mental Health Centers (CMHCs)

DHS provides services to all uninsured adults experiencing a mental health crisis, the forensic population, and seriously mentally ill adults through Community Mental Health Centers. DHS publishes a CMHC list effective September 25, 2026.
